California's energy landscape is evolving rapidly, and the California Independent System Operator's (CAISO) recently approved 2025-2026 Transmission Plan is one of the clearest indicators of where the industry is headed. The plan authorizes 38 transmission infrastructure projects with an estimated investment of $6.7 billion over the next decade, aimed at supporting increasing electricity demand, integrating renewable energy resources, and maintaining grid reliability across the state.

For utilities, developers, engineers, and manufacturers, this announcement represents more than just new transmission lines—it signals a major shift in how California is preparing for future energy needs.

What's Driving the Investment?

Historically, transmission expansion in California has focused primarily on connecting renewable energy resources to the grid. While renewable integration remains a key priority, CAISO's latest plan reflects a growing emphasis on serving rapidly increasing electrical demand.

According to CAISO, more than half of the approved projects are directly tied to forecasted load growth driven by:

  • Transportation electrification

California Energy Commission forecasts indicate statewide electric demand could increase by 15 GW by 2035 and 20 GW by 2040, creating an urgent need for expanded transmission capacity and grid modernization.

The approved transmission plan will also help accommodate significant renewable energy development throughout California and neighboring states. Planned resource integration includes:

  • 45 GW of solar generation

  • 8 GW of in-state wind generation

  • More than 2 GW of geothermal resources

  • Over 10 GW of imported wind energy from neighboring states

  • More than 4.5 GW of offshore wind generation

  • Expanded battery energy storage deployment

These investments are essential to meeting California's ambitious decarbonization and clean energy targets while maintaining reliable electric service.

Focus on Grid Efficiency and Reliability

One notable aspect of the plan is CAISO's emphasis on maximizing existing infrastructure. Twelve projects involve reconductoring existing transmission lines rather than building entirely new corridors, helping improve capacity while reducing costs and environmental impacts.

The plan also identifies the need for additional upgrades along the Path 15 transmission corridor, one of California's most important north-south electricity pathways. Reducing congestion in this corridor could improve access to lower-cost energy resources and strengthen overall grid reliability.
